Notes: (optional) 09/26/08, Because the data available does not show what was purchased or whether it was on a contract, the terms "Contractor" and "Non-Contractor" are used instead of "On-Contract" and "Off-Contract."  We are limited to show how much was spent with our contracted vendors vs. their competitors.

 Summary Analysis

- An aggressive target of 99% has been identified and routinely met.  The current adoption rate has remained stable at 99.1% for the past three quarters.

- Diesel prices experienced an approximate 42% increase from the beginning of Q3 FY08 to the end of Q4 FY08, which is reflected in the increases shown for both Contract and Non-Contractor spending.

- As new Non-Contractor fuel vendors are identified, agencies are contacted to determine whether these purchases should have occurred with state contractors.

- Any fuel purchases which can be positively identified by agencies as occurring in a region that is not covered by the contract, have been removed from this analysis.
