 Summary Analysis

Despite process improvements, application processing time did not improve. In fact in FY07, the percentage processed within the 45 day timeframe for State applications was significantly better than in FY08. In FY08, only 30% of the state applications were processed within 45 days.

Backlog and processing time were adversely impacted by a 50% turnover in personnel.

As of October 1, certification is now fully staffed. Although, it can take 4 to 6 months before new staff can actually contribute fully to the production of the unit. OMWBE has reorganized and empowered staff through continuous process improvement, additional in-house training, and team-building.
