The dollars of expenditiure with certified firms includes only state certified firms, not spending with federally certified firms using federal dollars.  The PBase (purchasing base) includes spending on goods and services with both state and federal dollars, with certain limited exceptions.

 Summary Analysis

State expenditures with certified suppliers did not meet expected goal of $71.3 million. The State spent approximately $60 million or 2.08% of its total PBase with certified firms. OMWBE's position is that state agencies are under reporting actual dollars spent with WSDOT's Disadvantaged Business Enterprises (DBE) program which falls under the federal program. OMWBE estimates that the federal portion of WSDOT's spending with certified firms is about 15% of the $1.3 billion spent on highways.  The University of Washington's PBase also needs to be reviewed.
