 Summary Analysis

The DOP strategic plan for FY11 included strategies for reducing transaction time by using more of the existing functionality in enterprise systems.  The three projects contributed efficiency, capacity, and reduced costs:

  • Centralized HRMS security freed 243 personnel from security admin duties and returned 82 licenses to the pool, avoiding purchase of new licenses at $2800 each.
  • As of the end of November 2011, 51,372 employees receive Electronic Earnings Statements, saving about 4.6 cents printing cost per statement.
  • Online Leave and Approval is now available for adoption by agencies.  OIC is using the tool agency-wide, CTS is scheduled for implementation in December 2011, and BIIA and OFM have submitted their applications.  Agencies may visit the ESS Leave Tool web page for application instructions.  DES is also working on a video to demonstrate the tool's functionality.

These tools are now standard services available to agencies.  Effective October 1, 2011, the Department of Enterprise Services provides and maintains them.

Governor Gregoire's Directive about Improving Government Efficiency (11-18) commends state agencies for their reduction efforts and continued review of back-office functions.  It also calls for consistency and accountability in areas connected to pay.  Electronic Earnings Statements and Online Leave and Approval are two key opportunities for agencies to improve efficiency and reduce costs to the state.
